Elsie King Disqualified For Androstane Positive

83 (2), (3) and (6): Ms. failed to present the greyhound ‘Mahogany Saphire' free of any prohibited substance for an event at the Melbourne Greyhound Racing Association () on Wednesday, 29 January 2014.

Following advice from Racing Analytical Services Laboratory, the of Greyhound conducted an investigation into the results of a post-race urine sample taken from greyhound ‘Mahogany Saphire' at the Melbourne Greyhound Racing Association (The Meadows) meeting held on Wednesday, 29 January 2014.

During the investigation, Stewards received evidence from registered trainers Ms. Elsie King and Mr. Alf King, Mr. Paul Zahra (Racing Analytical Services Laboratory) and Dr. Steven Karamatic (Greyhound Racing Industry Veterinary Officer).

After considering the evidence, Stewards charged Ms. King with a breach of Greyhounds Australasia 83(2), (3) and (6) in that she did fail to present the greyhound ‘Mahogany Saphire' free of any prohibited substance for an event at the Melbourne Greyhound Racing Association meeting held on Wednesday, 29 January 2014 given that the post-race urine sample taken from the greyhound indicated the presence of the prohibited substance 5β- Androstane-3α,17β–diol at a mass concentration greater than 10ng/mL. Refer to GAR 83 (6).

Under Rule 47.1 of the Greyhound Racing Victoria Local Rules this constituted a Serious Offence. As a result, on Thursday, 19 June 2014 this matter was heard before the Racing Appeals and Disciplinary Board in the first instance under Greyhound Local Racing Rule 47.3 and Sections 83C(b) and 83M(1) of the Racing Act.

Ms. Elsie King was represented by Mr. Alf King.

Mr. (GRV Chief ) represented the Stewards .

Ms. Elsie King pleaded guilty to the charge.

After hearing all the evidence tendered and having regard to GAR83 (2), (3) and (6), the RADB determined that Ms. King was guilty as charged and disqualified her for 6 months (with 3 months of this disqualification period suspended for 12 months pending no further breaches of GAR 83 during this 12 month period), effective from Monday, 23 June 2014.

In assessing penalty, the Board took into account all the evidence and submissions, including the following matters:

(a) Ms. King's guilty plea;

(b) The nature of the prohibited substance Androstane;

(c) The substance falls under category 4 of the Prohibited Substance Penalty Guidelines published by GRV;

(d) The need to maintain the of greyhound racing as a drug-free sport and ensure a level playing field for all participants;

(e) Prior penalties for similar category 4 substances before the RADB and ;

(f) Ms. King's remorse, her character and clean history over many years in the greyhound industry.
