Nine Month Disqualification For Jeffrey Frusher From Anabolic Steroid Positive In Ballarat Cup Heats

Following advice from Racing Analytical Services Laboratory, the of Greyhound conducted an investigation into the results of a urine sample taken from the greyhound Breckenridge at the Ballarat GRC meeting held on 30th November, 2011.

Greyhound Racing Victoria have just released details of a positive swab in to a postive swab to an anabolic steroid that stems from last years heats in November 2011, over six months ago.

Staggeringly despite the Adelaide Cup positive swab debacle in early 2011, it would seem Greyhound Racing Victoria has learnt little, as the swab was not initially screened before the Ballarat Cup final, thereby denying Dyna Bert its rightful place in the final.

During the investigation, Stewards heard evidence from registered Trainer – Mr. Jeffery Frusher, and received written statements from Dr. John Vine (Racing Analytical Services Laboratory) and Dr. ( Veterinary Clinic).

After considering the evidence, Stewards charged Mr. Frusher with breach of Rule 83(2) and (3) in that he did fail to present the greyhound ‘Breckenridge' free of any prohibited substance for an event at the Ballarat GRC meeting on 30th November, 2011 given that the urine sample taken from the greyhound indicated the presence of the prohibited substance 19-NOR-5á, 17á-PREGNANE-3â, 17â-DIOL – a metabolite of the anabolic steroid norethandrolone

Mr. represented Mr. Jeffery Frusher and called Dr. John Vine (Director of Racing Analytical Services Ltd), Dr. Alistair Smith (Sandown Veterinary Clinic), Mr. Jeffery Frusher and Mr. Paul Grima (Part-owner of ‘Breckenridge') to give evidence.

Mr. Glenn Fish (GRV Chief Steward) represented the Stewards Panel.

Mr. Frusher pleaded not guilty to the charge.

After hearing all the evidence tendered, the found Mr. Jeffery Frusher guilty as charged and disqualified his licence for a period of 9 months (with 3 months of this period suspended for 12 months pending no further breaches under GAR83). This penalty is to be served effective from 12 June, 2012.

Acting under GAR83(4), the RADB also disqualified ‘Breckenridge' from Event 10 – Ballarat Cup Heat 8 at the Ballarat GRC meeting held on 30th November, 2011 and amended the placings as follows :

2nd Zippstar
3rd Big Stud
4th Allen Hertz
5th Dyna Lowell
6th Spartan
7th Witch Fantasy
Disq Breckenridge

Acting under GAR83(4) and (5), “Breckenridge” was also disqualified from 7th position from the Ballarat Cup Final held on 7 December, 2011.
