QRIC bans trio of participants for over 14 years

Queensland Racing Commission (QRIC) stewards have handed three greyhound racing participants a collective ban of more than 14 years for serious breaches.

The participants, who have been stood down since January, were charged under the of Racing with a total of 26 offences, with penalties handed down this week.

Charges include a failure to provide veterinary treatment, failure to prevent pain and suffering, and endangering the health and welfare of a greyhound.

Participants were also charged with failure to comply with 's directions and providing false and misleading evidence regarding animal welfare.

The participants were disqualified from the industry for a collective total of 14 years and three months, with an additional collective suspension of more than a year if re-licensed.

They also received monetary penalties and a reprimand.

All participants have been advised of their rights to appeal the penalties.

Charges against Stephen Howarth greyhound trainer

On Tuesday, 25 June 2024, a consisting of Mr. W Hadley (Chairperson), Ms. A Turner, Mr. M Fernholz, and Mr. N Thorneycroft convened to address multiple charges against Mr. Stephen Howarth, a licensed trainer and registered owner. Mr. Howarth faced numerous charges related to breaches of animal welfare standards under the Greyhounds Australasia Rules (GAR).

Charges against Mr. Howarth included:

  • Permitting a condition for the greyhound Sassy Sal (June 21, 2023).
  • Failing to provide necessary veterinary attention to Lenny Boy (August 27, 2023).
  • Administering improperly labeled medication to Distance Danny (August 2023).
  • Failing to provide necessary veterinary attention to Clover (October 11, 2023).
  • Failing to provide necessary veterinary attention to Peyton's Wish (October 21-24, 2023).
  • Failing to prevent unnecessary pain or suffering to Peyton's Wish (October 21-24, 2023).
  • Failing to provide necessary veterinary attention to Tommy Tornado (December 4-6, 2023).
  • Failing to prevent unnecessary pain or suffering to Tommy Tornado (December 4-6, 2023).
  • Failing to comply with four Stewards' Directions issued on December 15, 2023.
  • Failing to provide necessary veterinary attention to an unnamed greyhound (December 22-28, 2023).
  • Failing to prevent unnecessary pain or suffering to the unnamed greyhound (December 22-28, 2023).
  • Permitting a dangerous condition for the unnamed greyhound (December 22, 2023).
  • Failing to comply with a Stewards' Direction issued on January 22, 2024.
  • Failing to comply with another Stewards' Direction issued on January 22, 2024.
  • Giving false and misleading evidence at a stewards' (February 14, 2024).
  • Failing to provide kennels of an approved standard.

    Penalties imposed on Mr. Howarth included:

  • Stewards of the Queensland Commission today concluded an inquiry in respect of various animal welfare matters which arose from a registered kennel address of licensed trainer and registered owner Mr Stephen Howarth.

  • On 22 January 2024, the Stewards imposed an upon Mr Howarth's licence and registration pending the outcome of the stewards' inquiry in respect of a number of alleged breaches of animal welfare standards.
  • On 14 February 2024, Stewards heard evidence from Mr Howarth, his wife Mrs Donna Howarth, and his daughter Ms Sara Howarth, regarding the material contained within the Brief of Evidence issued to Mr Howarth on 15 January 2024.
