Keith Boan Receives Fine Only For Procaine Positive In NSW Greyhound
Greyhound Racing NSW Stewards conducted an inquiry into the analyst's reports that the urine sample taken from Holiday Impact after that greyhound won Race 3, the B & P Surveys Maiden Final 420m, run at the Tweed Heads meeting on Saturday 29 October 2011, had been found to contain the prohibited substance procaine.
Evidence was taken from trainer Mr Keith Boan, ARFL Science Manager Dr Adam Cawley and written evidence was entered from the Australian Racing Forensic Laboratory's Senior Veterinarian Dr Craig Suann, the ARFL, Chem Centre WA, Veterinarian Dr J Sommerville, and meat wholesaler Mr Warren Dunn.
Mr Boan was subsequently found guilty of a charge under GAR 83 (2) (a) in that he presented Holiday Impact for the race in question other than free of a prohibited substance in that the urine sample taken from the greyhound was found to contain procaine.
Mr Boan was fined $500. In determining penalty Stewards took into account Mr Boan's exceptionally good record in over 30 years of licensing history, which include a very high number of samples being taken without abnormality, his personal circumstances, inclusive of his large investment in the industry and high number of greyhounds in training, previous penalties in relation to this substance, the fact of little support for Holiday Impact on the day, the nature of the substance involved and the relatively high reported level in this sample, and the likelihood that contamination of meat supply was the source of the result of analysis.
It was also considered that Mr Boan had fed meat with little quality control applied, a practice he has amended in response to this abnormality.
Under GAR 83 (4) Holiday Impact was disqualified from the event and the placings amended accordingly.
